There might be a reasonable explanation for this -not uncommon- fenomenon,
but then again, things are a little different here.
For example, you can pay a few thousand Euro to someone from the electricity company to illegally install electriticy for a business that lacks any permit whatsoever;
in the price being included that once this done, you get bills.as if it were all legal.
